Non-tuner material is OK with flame, but it is exclusive to Laval due to the effect.
Among level 5 synchros, ATK is high and has an aggressive effect, so it would be easy to get the effect of 2-3 enemies with Laval.
However, even if the environment is bad or expensive, it's just a Monarch, and it's rare to get it in Defense Position these days, so if you do it normally, you won't get many chances to activate it, and it's painful that the popular link isn't even defensive in the first place.
